The mayor and City Council have selected three finalists for the city manager position from a total of 77 applications from government professionals nationwide. City Council thoroughly reviewed the top applicants whose qualifications, skills and experience would most effectively meet the needs and challenges of our growing community.
“As with any city on the rise, we need to continue to deal with the challenges of growth such as infrastructure, housing affordability and transportation and we need a manager with experience addressing these issues for the benefit of all of our neighborhoods,” said Mayor Knox White. “Our top three finalists presented a depth of understanding of Greenville’s current landscape, as well as the insights and skills necessary to move our city forward to address these challenges.”
Below are the top three finalists:
Debra D. Campbell: As assistant city manager for the City of Charlotte, NC, Campbell provides overall management for the fast-growing city’s 8,000+ employees. Prior to accepting her current position, she served for a decade as director of the Charlotte-Mecklenburg Planning Department. She possesses over 30 years of experience in a variety of interdisciplinary fields, including city management and administration, urban planning, transportation/land use integration, capital facilities planning, neighborhood and business corridor revitalization and housing and community development. Campbell has a master’s degree in public administration and a bachelor’s degree in urban planning from Middle Tennessee State University.
Jill Scroggs Silverboard: Deputy city manager for the City of Clearwater, Florida for the last 11 years, Silverboard has also served in management roles for several municipalities in Florida since 1990. With a strong background in urban planning and growth management, she is accredited by the International City Managers’ Association and has served in leadership roles for various task forces and committees, including as president of the Florida City and County Management Association. Silverboard has a master’s degree in public affairs from Western Carolina University and a bachelor’s degree from Lenoir-Rhyne University.
Bryan C. Woods: As assistant city manager for the City of New Braunfels, Texas (the second fastest-growing city in the nation), Woods is responsible for service delivery to more than 80,000 residents, direct management of 170 employees, coordination with the New Braunfels Economic Development Corporation and management and oversight of all capital improvement projects in the city. He also is responsible for management of the City’s real estate. Prior to joining the City of New Braunfels, he served as vice president of a multi-discipline professional consulting firm, where he oversaw all business functions and provided program management for public and private sector large-scale land development and capital improvement infrastructure projects. Woods has a master’s degree in public affairs from the University of Missouri and a bachelor’s degree in construction engineering technology from the University of Southern Mississippi. He is also a civil engineer corps officer with the U.S. Navy Reserve.
As a next step, the three finalists will undergo an extensive interview process on October 18 with elected officials, community stakeholders and the City’s senior leadership team, whose input will be integral to the decision-making process.
